AAPLU office inaugurated

ITANAGAR, Jul 01: Parliamentary Secretary Tax & Excise, Lokam Tassar had inaugurated the office of All Arunachal Pradesh Labour Union (AAPLU) in presence of Ojing Darung Commissioner Labour and Employment at Nirjuli on Saturday. CWS mourns member’s death

ITANAGAR, Jul 01: Cherom Welfare Society (CWS) has deeply mourned the untimely demise of its Education Secretary Tapor Paktung on June 28.

ICAR officials visits NICRA (KVK) project

ITANAGAR, Jul 01: A team comprised of Dr. R. Bhagawati, Joint Director, ICAR Research Complex for NEH Region, Basar and A Kiran Kumar Singh, Programme Coordinator In-charge, KVK West Siang, Basar visited NICRA (KVK) Project site at Padi, Chisi and Dali to monitor the progress of the project works.

The team discussed in detail about the programmes to be conducted under the project for the season. They urged the members of the Village Level Climate Risk Management Committee (VLCRMC) to choke out the plans in a holistic manner to utilise the advantage of the services rendered by the Customised Hiring Centre under the project.

The team also monitored the problems faced by one of the farmers in his lemon orchard in Dali and gave some advises to the farmer on how to control certain problem in Lemon.

The Joint Director assured any sort of possible support from ICAR and the KVK West Siang for the benefit of the farmers and encouraged them to work with full co-operation to the concerned.

 

Cancel transfer of SSA teachers: PAYWA

ITANAGAR, Jul 01: The Palin Area Youth Welfare Association (PAYWA) has demanded the Kurung Kumey Deputy Commissioner to cancel the transfer of SSA teachers from Palin area to far off places.

On transfer of JTs, the Association said “we have come to know that it is being done just to punish the poor and helpless teachers and is done on political ground.”

It further warned of resorting to strikes, dharnas and boycott movements if the demand is not fulfilled.

 

CBSE branch office at Itanagar demanded

ITANAGAR, Jul 01: The Arunachal Students’ Federation (ASF) has demanded for a CBSE branch office in Itanagar.

In a representation submitted to the Education Minister, it said the students coming down to the CBSE office Guwahati for making corrections in their marksheets are often neglected by the staff which creates a lot of problem for them.

Its other demands are immediate construction of Govt. Law College at Jote, transparency and accountabilities of Central Schemes and proper infrastructure in schools, colleges and the university.

 

ALSU to stage peaceful dharna on July 4

ITANAGAR, Jul 01: The Arunachal Law Students’ Union (ALSU) will sit for a peaceful dharna in the office premises of the secretary, Rural Works Department on July 4 next.

In an intimation letter written to the chief secretary, it expressed that the RWD’s indecisiveness to the demand made by the union for cancellation of appointment of Joint Director (Agri & Allied) RWD prompted them to conduct its first phase democratic movement.

 

Joint Director & DDSE inspect schools, interact with SMCs

AALO, Jul 01: Joint Director of School Education B. N. Lendo, DDSE Tomi Doke Lendo and Coordinator Community Mobilization (SSA) Bejum Kato undertook a whirlwind tour to Gensi, Dipa and Likabali area and interacted with teachers, students, SMC and newly elected PRI members to look into  the problems faced by the authority and the schools recently.

During the tour the officials discussed about the implementation of RTE Act for free and compulsory education, implementation of midday meal programme, implementation of Continuous and Comprehensive Education (CCE), students stipend and other academic related  matters in the schools of West Siang district.

Meanwhile, the DDSE has lamented on political leader interference in posting and transfer matters of the department that hinders the equal distribution of teachers in all the schools of West Siang. DIPRO

Re-construction of Anganwadi building ordered

RUKSIN, Jul 01: The Integrated Child Development Scheme (ICDS), Pasighat division has directed the contractor concerned to reconstruct the Anganwadi building at Ngorlung Village under Ruksin ICDS project by completely dismantling the old one.

The order was given by Deputy Director, ICDS, Pasighat Division Ponung Ering, who inspected the building Saturday last after a series of reports were published in this daily highlighting the irregularity in construction of the Anganwadi building.

The Deputy Director has also announced to streamline all activities under ICDS projects, Pasighat division.

The deputy director (ICDS) visited the Anganwadi building in controversy and heard the public opinions.

She also directed the Ruksin CDPO to monitor the re-construction works of the building personally.

It may be mentioned here that this daily covered a series of report highlighting the irregularities reigning in Ruksin ICDS.

The local people, including some senior citizens, Gaon Burahs, PRI members and pubic leaders have alleged gross irregularity and misuse of fund meant for construction of Anganwadi building under the block and demanded a departmental inquiry into the complaints raised by local people.

It may also be recalled that Arunachal Government (Deptt. of Social Welfare, Women and Child Development) accorded sanction for construction of Anganwadi building @ Rs 1, 75,000 per building. As such, the department approved construction of new Anganwadi building at Ngorlung village (part-II) and released the first instalment.

It is also alleged that the former Anchal Samity Member (ASM) of Ngorlung-II misappropriated the money without work. A section of local people also alleged release of money amounting to Rs 40,000 to the contractor (ASM) without work by the CDPO. They further alleged that the contractor was trying to withdraw the remaining amount of the fund by showing an old Anganwadi building to be repaired.

The people of Ruksin have praised the step initiated by the new deputy director for streamlining the ICDS projects and requested her to visit the Anganwadi centres regularly.

 

 

GB beaten black and blue by security personnel’

ITANAGAR, Jul 01: The Gaon Burah of Samkhedong village under Kharsang circle of Changlang district was beaten black and blue by security personnel on June 28 without any valid reason.

While informing about the incident, Kharsang Circle Unemployed Youth Association (KCUYA) and Tangsa Youth Association (TYA) of Kharsang and Miao, said that Assam Rifles personnel led by Maj. Krishna Murali have brutally assaulted the Gaon Bura at his residence with their Rifle butts and kicked him mercilessly without any valid reason.

The AR personnel, in total violation of human rights, also assaulted an innocent woman, the release further informed. The woman, who was six months pregnant, has reportedly sustained grievous injury, it claimed.

It is alleged that the AR team neither gave any prior notice to the family nor accompanied police during the operation.

Expressing serious concern over gross violation of human rights by security personnel in trouble-torn Changlang district, the organization duo has demanded the district administration as well as state government to initiate action against the erring security personnel by registering the case.

“Despite lodging FIR against the erring security personnel by the victim and several other NGOs and associations the case has not been registered till date,” the release claimed.

 

 

AAPSU felicitates Prof. Mibang, former NESO Secy. General

ITANAGAR, Jul 01: The All Arunachal Pradesh Students’ Union (AAPSU) felicitated Prof. Tamo Mibang, Vice Chancellor, Rajiv Gandhi University and student leader Gumjum Haider, former NESO Secretary General and AAPSU General Secretary in a function at city hotel here yesterday evening.

Both Prof. Mibang and Haider were presented trophies, shawls and citations for their tremendous contributions in reshaping Arunachal Pradesh in their own capacities. Former AAPSU presidents Nabam Jollaw and Tadar Dominic presented the awards in presence of host of dignitaries that consisted of academicians, community and student leaders.

While introducing both the eminent personalities  to the large number of gathering, AAPSU spokesperson Tanya Agu said that Prof Mibang and Gumjum created a niche for themselves in the realm of academic and student leadership.

Prof Mibang achieved the rare distinction of being the first indigenous Arunachalee to be appointed as Vice Chancellor of a university while Gumjum Haidar rose up to occupy the post of prestigious NESO secretary general (he was the only Arunachalee student leaders do so). AAPSU general secretary Biru Nasi in his welcome note said that it was the long cherished dream of the AAPSU to felicitate eminent personalities like Prof Mibang and Haider. He also assured more such programme in the future.  

Validating AAPSU’s felicitation to these two eminent personalities, President Kamta Lapung praised their achievements and said they have set examples for the younger generation to emulate. Lapung promised to work for their recognition in bigger platform.  

Prof. Mibang in his brief speech, asked the students to live up to the expectation of their parents and teachers while stressing that “teacher is the god, if there’s any god.”

Stating that the first objective of any student organisation is to create congenial atmosphere in educational institution, Prof. Mibang urged the student leaders to ensure that congenial academic atmosphere is retained at any cost.

“Arunachal is a late starter in education and there is no time to gossip,” he expressed concern and urged the AAPSU leadership to shoulder the responsibility so that it catches up with rest part of the country in terms of socio-economic development.

On the other hand, Gumjum said that AAPSU has gone beyond from the student organisation movement and have become a voice of the downtrodden and powerless people. He further urged the AAPSU leaders to carry its one state-one identity movement and let the feeling of pan-Arunachal grips entire Arunachal.

Beside CBO leaders and student leaders, Dr. Tejum Padu, Joint Director Higher & Technical Education, Govt. of Arunachal Pradesh and Manoranjana Singh, CEO Frontier TV also spoke on the occasion.

The program was attended by Padmashree Awardee Madam Bini Yanga, Adi Bane Kebang (ABK) President Kangir Jamoh, Everester Tapi Mara, Elite members of various community and former AAPSU leaders.

The entire programme will be telecast on Frontier TV at 6 pm Sunday next.

 

 

Doctors’ Day celebrated

ITANAGAR, Jul 01: Arunachal Pradesh Doctors’ Association (APDA) has celebrated Doctors’ Day today to honour the sincerity and dedicated service of the doctors towards mankind.

The Chief Guest of the celebration function, Nido Pavitra, the parliamentary secretary for Health and Family Welfare encouraged the state’s doctors to continue their good work, while specially mentioning senior surgeon, Dr. K. K. Dey, who was conferred with the “Lifetime Achievement Award” 2013 by APDA on the occasion for his outstanding services.

Chairman, State Pollution Control Board, Ralom Borang who attended the programme as the Guest of Honour encouraged the doctors also to look into the interior parts of the state, recommending CME (Continuous medical Education),where medical services are deficient and even more often, absent.  “All the doctors should take a pledge on this day to serve the rural Arunachal”, Borang said.

The function proceeded with scientific session: CME, wherein speakers like Dr. Kumar Tayeng MD (chest) and Dr. (Mrs) Maga Rija, BHMS spoke on various topic from “MDR TB: an overview” and “Prospect of AYUSH in Arunachal Pradesh”, which was chaired by Dr. Alok Yirang DMO, Roing, another enriching session on “Bone marrow examination” was presented by Dr. Nabam Budh, MD (pathologist). Dr. Krishna Kumar Dey was conferred with the lifetime achievement award by APDA for his dedication, achievement and hard work. He is also the recipient of Governor’s gold medal.

 

 

Awareness campaign on ill effects of opium in Lohit concludes

TEZU, Jul 01:  The week-long awareness campaign on ill effects of opium consumption and drugs abuse amongst the youth and students organized by Amik Matai Society, Tezu concluded today. Various schools under Sunpura and Tezu blocks of the district were covered under the  programme and  around 1400 students and 54 teachers took pledge not to take drugs and  extend support to make the local community drug free.

The program was completed successfully with the support of the Tax & Excise department,  Govt. of Arunachal Pradesh, Lohit District Administration and the respective School Managements.

Attending the program at M.E. School, Duraliang, Munimso Bellai, the village head of Duraliang, appreciated the efforts of the organization in providing preventive interventions by creating awareness amongst the youth and students who are most vulnerable to opium addiction, alcoholism and drug abuses. He exhorted that opium addiction, alcoholism and drug addiction is a Psycho-Social-Medical problem, hence community based intervention through NGOs is the best approach for treatment and rehabilitation of addicts.  He also appealed the state government to support opium, alcoholism and other drugs abuse prevention through awareness campaign and public education organized by NGOs and PR Institutions.

Secretary, Amik Matai Society, informed that most of the districts of the state are under the grip of either opium addiction, alcoholism or other substance (drugs) abuse. Therefore, Government of Arunachal Pradesh must make sincere efforts to coordinate and monitor all aspects of drug abuse prevention which include assessment of the extent of the addiction problem, preventive action, treatment and rehabilitation of addicts, dissemination of information and public education through the community based services provided by the voluntary organizations with due recognition of their efforts in prevention of opium addiction, alcoholism,  substance(drugs) abuse and rehabilitation of it’s victims.

 

 

BJP president stresses women emancipation

ITANAGAR, Jul 01: Bharatiya Janata Party (BJP) President, Rajnath Singh stressed the need of women empowerment to see real development in the country.

Inaugurating the two days national executive meeting of the party’s Mahila Morcha at Ghaziabad, Uttar Pradesh on June 29, Singh said that true empowerment of women, their education and health could only save the nation from corruption rampant in the regime of Congress-led UPA Government.

The felicitated personalities include the first novelist from the district Banta Natung,  Weightlifters Sambo Lapung and Meena Tajo, Karateka P Novin Jomoh, Social Activist Pai Gyadi, 1st Arunachal Boogie Woogie winner Vijay Singhi, Nyishi Idol 2012 2nd runners up Tanio Pangia, government officials Pai Dawe and Chyagam Dolo for being the idealist of the district, Doka Jomoh, Api Lingfa, Romi Kina, Raja Hina Nabum, Mala Dada, Techi Anam and Victoria Neri of Class-X, Kyagung Dafri, Menya Gumro, Mary Cheda and Mingpong Sonam of Class-XII (Science), Bharat Gyadi, Robi Tallo and Pacha Tayeng of Class XII (Arts), Rajo Taku, Yari Bagang and Dangi Pangia of Class XII (Commerce).

The awards were given away by local MLA cum parliamentary secretary RWD Kumar Waii.

EDOS also awarded scholarships to the students selected for APJEE and NERIST.

Rafting gaining popularity in Arunachal Pradesh

“Rafting is going to be included as one of the sporting events in the coming Olympic. We have to learn and practice hard and mentally prepare to represent the state in future if it really happens,” said Nino Dai, a local entrepreneur in rafting of Arunachal Pradesh.  

In a telephonic interview, he    said : “We need fund for this, so need to develop online marketing more aggressively. Local youths can be trained as guide to the tourist and even send them to outside rivers. West Bengal and Assam are the most vital market during the season to get tourist for rafting. A single boat cost Rs. 4-6 lakhs and its longevity is 5 to 10 years. Return depends on the marketing skills. We have been marketing in Assam and West Bengal.”

Nino Dai, a pioneer in professional rafting from the state, is now an outfitter having his own equipments for rafting, did a “Basic Rafting Course” from Rishikesh Institute, Delhi during 1996 at the first batch for 60 days. Later went through an advance rapid course on rafting from Himalayan Mountaineering Institute, Darjeeling. Dai started his career initially as first timer. Then initiated “Donyi Ango Adventure Tours and Travels” as own initiative.

The first  rafting expedition in Arunachal Pradesh was carried out at the river Tuting. Roland Stephen from USA came to the state during 2004-05 for the first time to promote local rafter in Arunachal; and thereby made the first documentation “Last descent”.

For the reason that, life is either a great adventure or romance with nature far away from pollution and day to day traffic noise -- a fresh fashion of thoughts emerged to have fun-filled adventurous expeditions. Hence, isolation or remoteness emerged as a vital source for the world tourism today.

Outdoor tourism activities like Camping, River rafting, Trekking, Wildlife Safaris, Rock Climbing, Rappelling, Mountain Biking, Wilderness Backpacking, Bridge Abseiling to name a few are gaining infinite popularity. And River rafting in particular is such a sporting event which can bring  name and fame for Arunachal  and its people.

Few days back, eight members rafting team from Russia conducted “Expedition Kurung 2013” started from Sarli to Tamen (length about 65 km) at Daporizo. The team represented TURCLUB OBANA, Russia. Team "Obana", specializing in complex mining and the first ascent of water routes in Russia and abroad, carried out the first ascent-alloy 5-6 severity River Kurung. Kurung  is  one of the main tributaries of the river Subansiri (the largest tributary of the Brahmaputra). The team finished their expedition mutely due to not having prior information to the local media.

Luckily, the team was interacted on their way back by this writer at the NH 52 near Bandardewa. According to team captain Mr. Andrey, “The river flows into the valley with peaks of up to 4 km in height and has a slalom character at an altitude of 2000 meters above sea level and was expected to finish at an altitude of 500 meters above sea level, in the town Tamen gobbling up the mountain ranges of the Himalayas.  But due to many difficulties we finished at Koloriang in eight days instead of scheduled 5 days. The team further said that  the rivers of Arunachal need to get more exposure. Information about the rivers of Arunachal Pradesh should be made readily accessible on internet.”

Mr. Jasilitch, the guide cum veteran member of the team informed about the  certain problems in the rivers of Arunachal Pradesh. “In other countries, especially in Russia, USA and Switzerland people can learn rafting at any point of time as there are numbers of schools and institutions to impart training. Arunachal has huge potentials to develop professional environment for both rafting as well as local rafters in the coming days. Nino Dai and guys can perform a lot. We will revisit River Tawang to make a new expedition by the month of December next”, he opined.

Mr. Dai informed, “Rafting is a kind of sports or a healthy thrill with a desire to discover rivers. Angling, holiday package come as a part of this adventure. We conduct Recce program to measure the danger level of the river, because at the end our duty is to save the tourists from all risks”.

As the current initiatives, a month-long advance course on white water river rafting cum Recce was already been organized by Dept. of Tourism in collaboration with Arunachal Adventure Association and Indian Rafting Foundation that started from Seppa on 28 March taking the theme “Rafting as Profession” and the motto was to encourage to train the local youth”.

USA, Switzerland and Nepal were the paradise of rafting till few days back, but now concentration increases to Arunachal Pradesh. We aim at organizing the ultimate trip to excite, inspire, and fascinate the tourist with involvement of the local youths. The programs are aimed at boosting self-confidence. Reward, motivation and inspirations are the key elements to rejuvenate the local rafters in such an adventurous profession.

Rishikesh has earned the title of the river rafting capital of India. It's one of the favorite destinations of every adventure enthusiast in India. And it is time to face any challenge to bring tourist to Arunachal through rafting.

We should think  big and dream bigger to develop infrastructure and continue the rafting training across the state so that we can draw the attention of the world in rafting  and represent Arunachal in  international events like Olympic if rafting is really be included? Ekswco conducts mass social service

Seppa, Jul 01: The East Kameng Social Welfare & Cultural Organistion  conducted a day long mass social service from Seppa to Bana road inorder to commemorate the birth anniversary of Late Dera Natung, former Minister on July 1.

Lt. Dera Natung was born on 1st July 1964 at Veo Village under Pijerang circle of East Kameng District. He was elected thrice as Assembly Constituency and hold various portfolios as Minister IPR, Youth Affairs,Fishery,Education on etc.

Earlier,  Nani Natung wife of Lt. Dera Natung, DC,SP, EKSWCO members and others paid floral tribute to the portriat of Lt. Dera Natung at cementery near Nyokum Lapang ground,Seppa. The EKSWCO members also briefed the gatherings about the contributions and achievements of late Natung for the district and state as a whole.

The Govt. oficers and officials, NGOs,students and public participated in the social service. The participants of the social service were divided groups-wise engaged at different stretches of the road from Seppa to Bana.The work done included jungle clearing and filling up of potholes on the said road. 4 matches played on 2nd day of  Challengers' T-7 Tournament

ITANAGAR, Jul 1: A total of four matches were played on the second day of the Challengers’ Tiger Seven Tournament-2013 at Rajiv Gandhi Stadium, Naharlagun today.

The first match was held between RSSC and PUFC in which the former was defeated by the latter 2-0. Sanjay Boa scored both the goals.

The second match was played between CCSC-B and LBYFC, in which the former defeated the latter 3-0. Koj Tada, Kipa Bharat and Tatung Tadu scored a goal each for the winning team.

The third match of the day was won by JUFC defeating TBFC 3-1. Toko Tapa (2) and Biri Tame were the scorers for JUFC. Nabam Epo score the consolation goal for TBFC.

The fourth and final match of the day played between Capital Complex Sporting Club- B and FC Doimukh (FCD) ended in 3-3 draw. Tadar Kojum (2) and Pura Byai were the scorers of scorers for CCSC-B and Ngurang Abin (2) and Tana Tagra were the scorers for FCD.

I beg to differ

Dear Editor,

This is in response to article on Eugenics by Tanya Miroh. Enlightenment on the subject matter is highly appreciated but it has also raised doubts and questions on the article presented. So with due respect I beg to differ on certain aspects.

The subject by using the phrase like ‘judicious breeding’ sounds demeaning and discriminative. It sounds more like breeding chicken or peas by selective breeding. Or it strongly reminds one, of the infamous Adolf Hitler’s projects to breed superior human. With the kind of self importance that human attach to themselves it is highly unlikely that most people would consider not having progeny just because they inherit a defective gene. That in itself is against the basic instinct of human and nature’s design for continuation of the species. Moreover it is unlikely that most people would care to scrutinize his/her partner’s genetic tree before marrying the person. Sadly but matter of fact though most of the people with visible defective gene rarely get to raise their own offspring. Most of them end up being single in life. Maybe this is nature’s way of selective breeding but this needs no emphasis or eugenics.

From the cave man days to the dawn of modern era, a male with strong physique, good hunting skills and ability to defend his family from adversaries were the sought after qualities But society has evolved with “dwindling wildlife” and better security in white collar job, most of the modern female would prefer long term relationship with male who can buy food, security and look after her needs than that of a successful hunter with strong physique. This means that healthy looking man cannot be the sole criteria for choosing long term partner though researches suggest that healthy looking male or female have greater chance for flings or uncommitted relationship.

This new trend may be understood from this angle that olden days successful hunter equals modern days financially sound guy where the ability to hunt and protect are being replaced by ability to buy food and security. Sounds disillusioning but true.

Thirdly it may be pointed out that as research shows, most fertile age for female is between 18-32 years of age and not 30 - 35 years. Conception after the age of 32 increases the chances of complications during birth for both mother and child and also may affect the child’s mental development. And it is disturbing to see in our society eligible male and female in late 20s still unmarried trapped in studies and job insecurity. This can be attributed to late educations which is a sign of a young society.

It may be added here that it is a sad fact that most parent in our society still clings to the idea to marrying off their sons and daughter in the same tribe. But with the zeal with which our society is embracing the western ideas, it is unlikely that such concept will hold ground for long. It is a matter of debate though whether such homogenization of human population is good or bad for the species.

Promises unfulfilled

Dear Editor,

Memoranda after memoranda, sitting after sitting, Review meeting after meeting in continues interval. But we fed up totally fed up today, as the clarification, promises and assurances given by Govt representatives from time to time can be vividly observed from their work culture.

Our memorandums and sittings and their assurances yield nothing and the common people are always at the receiving end. How long the people of Pasighat will have to face the problem which is supposed to be basic amenities in this modern world. Now the reader might have understood on which point I am emphasizing? Yes, you all have got me rightly; I am talking about the Electricity Problem- the chronic problem that the people of Pasighat have been facing for a quite long time.

Sometime I fail to understand the intention of the Government, the vision of our elected representative and the concern of the Electrical Department in respect of easing out the existing problem which has truly became a never ending chronic disease which needs urgent and immediate attention of everyone.

Pasighat one of the oldest District HQ of Arunachal Pradesh, supposed to be a historical place finding its place in the History of India and a tourist destination is today reeling under darkness. No one bothers as to find out the where lies the crux of the problem. Everyone irrespective of their position and status has a readymade answer to the erratic power supply scenario which has been informed and circulated by the concern department. But the actual problem lies in the ineffectiveness and lackadaisical work culture attitude of the electrical Department. The problem cannot be ascertain by the general public as the registered telephone number of Pasighat Power House just goes off the moment there is a power cut and this attitude of the concern officer manning the power house needs to be rectified and corrected as the consumer has every right to find out the power position as we have not been provided free rather we are paying for the power that has been consumed.

The Government and the department concern has a wrong notion that the common consumer has the habit of digesting everything but days are not far when the people of Pasighat will again shout for their basic rights and when the people start hitting the road, there will be no looking back. The Pasighat Peoples Welfare Committee (PPWC) is not in deep slumber rather it is observing and examining the process and till date, whatever process the department is taking and the work culture and the commitment level as displayed by the concern department is not at all satisfactory. The Department should always think and work with speed and promptness and not casually which has been seen and observed at this present juncture.

Hence, I on behalf of PPWC would like to urge upon the Electrical Department to improve their work culture and commitment level at par with the peoples expectation, the elected representatives to at least ponder upon the chronic problem for which the people of Pasighat is suffering and the Government of Arunachal Pradesh to give justice for the fulfillment of our basic amenities which is not a demand rather it’s our right.

We are here for farmers

Dear Editor,

The department of Horticulture was bifurcated from parent department Agriculture with few manpower and infrastructure in the year 1989. Arunachal Pradesh being the horticultural hub of the north east region of India, the production in the horticulture sector is in large scale especially in kiwi, orange, apple, ginger, large cardamom, grapes and pineapple which are grown organically having high value in the international market. The horticultural sector in the state is highly potential for improving the socio- economic as well as employment generation. It can also substitute the traditional jhum cultivation system of the local tribal people of Arunachal Pradesh as the Govt, of India has already banned the jhum cultivation system in the light of serious threat to ecological balance. Hence, horticultural sector is the primary source of livelihood to the rural people of Arunachal Pradesh.

At present the department of Horticulture is taking up lots of activities in HMNEH, RKVY, NEC, Bamboo Mission, Fruit Preservation, Coconut development, Floriculture, Mushroom Development, Research & Development and Marketing. With all out effort of the Horticulture Department lots of gardens have been established and many more are coming up in the state specially in Apple, Kiwi, Oranges, Ginger, Pineapple, Grapes, Large Cardamom etc. The apple produced in the West Kameng district of Arunachal Pradesh has been declared as the best apple produced in India.

Earlier horticulture produce marketing activities were looked after by the Agriculture Produce Marketing board but, now the Govt, has created separate board in the year 2010 i.e; Arunachal Pradesh Horticulture Produce Marketing & processing Board which was conceptualized to look into the marketing activities of the horticulture produce for the welfare of the farmers.

In this regard, I would like to inform all the farmers of Arunachal Pradesh that there is a provision for creation of horticulture marketing infrastructure like cold storage, Whole Sale Market, Apni Mandi, Market Shed, Collection Centre, Fruit & Vegetable processing Industries etc under the centrally sponsored scheme called Horticulture Mission for North East & Himalayan States (HMNEH) with the condition of 50% Govt, of India assistance and 50% individual share. Hence, anybody who wants to avail the benefit may contact the Marketing branch of the Horticulture Department. Now Arunachal Pradesh Horticulture Produce Marketing & processing Board (APHPM&PB) is working tirelessly for creation of Horticulture Marketing Infrastructure in the state for the benefit of the farmers and state as a whole. In the last financial year , i.e; 2012-13 around 212 nos. of on farm collection and storage unit have been established in some districts of Arunachal Pradesh under Horticulture Mission for North East & Himalayan States (HMNEH) with the condition of 50% Govt. of India assistance and 50% individual share / state Govt, share .

How far it is correct?

Dear Editor,

This is in connection with an article, “What’s in a name?” that appeared on 29th June issue of your esteemed daily written by Ms Vipasha Bhardwaj.

Eve as we all know was the first human female created by god on earth as per Bible. But how far Ms Vipasha is correct in drawing a conclusion that the ‘Eve’ used in Eve-teasing is the same biblical character is controversial beyond any doubt.

So far my little knowledge goes; eve means evening or period of time immediately before an event or occasion as used in- New Year Eve, Christmas Eve, etc. This appears to be correct because of two main reasons, firstly because eve-teasing is mostly done at evening time when women are out for evening walk or shopping, etc. Secondly because the teaser fantasise some sort of event with the teased. Just for the sake of argument, even if we believe Ms Vipasha that ‘Eve’ in ‘eve-teasing’ is Adam’s Eve, is it right on her part to drag the names of Hindu goddesses. Let me also clarify here that ‘Devi’ & ‘Apsara’ are different & Eve as first human female is quite different.

Ms Vipasha has also expressed her intense urge to go out in the street & start teasing the man out there to PAYBACK. Let me tell her that unlike women, men will only be very happy to be teased by a woman. So never ever try this tactic on man. And more so because eve-teasers are LAFANGEY PARINDEY as she has rightly said.

Road becoming menace

Dear Editor,

Through your esteemed daily would like to highlight the pathetic road condition of West Siang district especially between Basar and Aalo. This road which connects Yingkiong, Tuting, Mechukha, Monigong, Tato, and Pidi bordering to China and the life line for the people of Liromoba, Tirbin, Basar and Aalo area has been neglected by BRO for many years

So, the member of parliament representing Arunachal Pradesh are requested to place this problem in the parliament for immediate construction or maintenance of said road because it is very strategic one for the national security point of view which is undertaken by the BRO. It is also to be informed that the quality of the road constructed by the BRO is very low which indicates that corruption is prevailing along with the road construction.

The poor road condition besides being national security concern is also damaging vehicles. The vehicles are getting damaged and frequent accident takes place. It is also seen that the road is also damaged by the poor condition of water pipe lying on the road which is to be replaced and maintained by the PHE Department.

It is also requested that Local MLA LAD Fund may also be used for road maintenance in the town area as the quality of leaders is reflected through the condition of road in their areas. The land owners are also requested not to create problem in dealing with the compensation cases in the road construction.

If this problem is left unattended, then the democratic movement would be invited in days to come against the BRO by the people of these areas for the interest of the nation. Hope that there will be speedy work on this said road for the interest of the Nation as saying goes “stitch in time saves nine”.

New guidelines and people with HIV

Nearly 10 million people living with HIV were accessing antiretroviral treatment last year, says a new United Nations report, which notes that even more people can be reached with smart planning. Last year's figure represents the biggest increase from one year to another as numbers of people accessing antiretroviral treatment rose by 1.6 million from 2011 to 2012, according to the report, released by the Joint UN Programme on HIV/AIDS (UNAIDS), the World Health Organization (WHO) and the UN Children's Fund (UNICEF).

New guidelines from WHO, issued together with the report, give clear recommendations that people living with HIV should start antiretroviral therapy (ART) much earlier, and immediately in some instances.

"These guidelines represent another leap ahead in a trend of ever-higher goals and ever-greater achievements," said WHO Director-General Margaret Chan.

The guidelines recommend, among other measures, providing ART to all children with HIV under the age of 5, all pregnant and breastfeeding women with HIV, and to all HIV-positive partners where one partner in the relationship is uninfected.

Under the new guidance, some 26 million people will now be eligible for antiretroviral therapy, an additional 9.2 million from the previous 2010 guidance.

The challenge set by the new guidelines will encourage countries, donors and partners in the AIDS response to strive for even greater results. If the recommendations in the new guidelines are implemented they would avert an estimated 13.5 million deaths and 19 million new HIV infections by 2025.
